I am an engineer who works in the field, commissioning equipment.

Commissioning is the process where everything associated with the equipment is fully checked, all items are simulated or caused to happen, all possible events are tested, all methods of failure are accounted for. In other words, the complete design of the equipment is tested. Then, and only then, equipment is run and shown to be according to the design.

This is commissioning.

You could put equipment into operation without fully checking all systems. You can just run equipment and hope that all safety systems work according to plan.

A supervisor is often seen a senior person placed in a work unit to supervise a group of staff to ensure work is done efficiently, according to plan to meet the organisation's goals. So his or her work responsibility may be limited to the group of staff he/she manages in that work unit.

Manager on the other hand may be the head of that department, in charge of the work and proper functioning of the department and who has the overall authority to manage that department. The manager may often have a few supervisors to help him or her to manage it efficiently. The supervisors of the different work unit will be answerable to the manager. As such, the manager is the boss of the supervisor.

In a large organisation with many work departments and work units, there may also be a general manager, who is in charge of all the managers and supervisors in a normal hierarchical work-place arrangement. (Quora)
