From the above it can be concluded that compliance is deemed to be the minimum legal standard that is to be achieved when controlling risks.
As an example, in relation to asbestos containing materials the Approved Code of Practice requires an asbestos containing material to be removed if it is in a vulnerable position or in a condition where it cannot be adequately repaired or protected.
However, there is nothing to prevent an organisation from taking a policy decision to go beyond this minimum standard and remove asbestos containing materials that are in good condition, thereby going beyond compliance. (Going the extra mile — beyond regulatory compliance)
