Myanmar in April announced it would free nearly 25,000 prisoners, though the government said the act of clemency was not linked to the coronavirus. (The Washington Post)
Clemency is a mechanism for granting a person convicted of a criminal offense relief from a court-ordered sentence or punitive measure. There are two main methods through which clemency can be given—pardon or commutation of sentence. A pardon exempts a convicted individual from any remaining punishment or future consequences stemming from a conviction. Commutations reduce an individual’s sentence, either fully or partially. Clemency is usually requested through a petition or an application process and can be granted for any number of reasons. (Center for American Progress)
Clemency may involve the commutation of a sentence, remission of all or part of a sentence, a respite from a sentence (e.g. for a medical condition) or a relief from a specific prohibition. (GOV.UK)
