A record of negotiations shall be prepared for inclusion in the contract file. The record of negotiations shall contain sufficient detail to reflect the significant considerations controlling the establishment of the fee and other terms of the contract, shall include explanations of any significant differences between the Government's cost estimate and the fee agreed upon, and shall include a determination, adequately supported, that the negotiated fee is within statutory limitations.
