Secret diplomacy means diplomacy carried on by kings, presidents and other rulers, without the knowledge or consent of the people and behind closed doors. Through secret diplomacy the kings, presidents and other rulers, intent to pursue the goals of foreign policy through effective means of compromise, persuasion, and threat of war.
