Here, the term 'without' must be read as a corollary to 'beyond India'.
The term 'without' is specified to emphasise on such person who is a citizen of India but his place of residence or presence is such that the Indian Government cannot exercise its sovereign power over him directly. like in foreign territory or high seas. In general parlance 'beyond India' could also mean territories covered by another sovereign State. But 'Without' could mean such regions where no other sovereign government exercise its power.
