Length of Service
the time spent by a worker at his job or performing some other activity beneficial to society. According to Soviet law, the length of service is the basis underlying the right to pensions and vacations. (The Great Soviet Encyclopedia, 3rd Edition (1970-1979))
It is the lack of such a direct link between the statute and the substatutory act (and often between the Council of Ministers decree and the subordinate normative act) that seems to be a problem in Soviet law. (Soviet Law After Stalin)
