Length of Service

I come from an office where the vacation roster is 90% full by the time it's my turn to sign up. I've missed out on 4 big family vacations of my own because getting a week off that the rest of my family gets off is not possible. [...] How would you guys go about getting a week off, when the week you need off isn't available on the roster?
