“Civic organization,” as used in these Guidelines, refers to an association, society, foundation, charitable trust, not-for-profit organization, or other entity that is not regarded under the particular legal system as part of the state sector and that is not operated for profit (i.e., if any profits are earned, they are not and cannot be distributed as such).
