To the extent that the person who towards the carrier is entitled to take delivery of the transported goods, does not show up at all or refuses to take the goods over or does not take over the goods with the required speediness, or to the extent that the goods have been seized, the carrier is entitled to deposit the goods, at the expense and risk of their proprietor, in safe custody at a suitable storehouse.
